Do not call testparm in /etc/init.d/smb
For SOFS, we do know that we have netbios disabled, and testparm in the ctdb
shutdown event locks up due to a locked registry.tdb
(This used to be commit 285d55d2a273f18ec9b84011c74a8099cba193c2)
