Bug Description: Many operations use write_audit_log_entry to write to the audit log. These functions build a string buffer to write to the audit log. The only problem is, they never check to see if audit logging is enabled until after all of this work has been done. write_audit_log_entry should check right away to see if logging is enabled. Should save some time for write operations.

Fix Description: The code in auditlog.c is called for every update operation, and in many cases a lot of work is done before it is even known if audit logging is enabled. Perhaps this was because there was no function that could be called outside of the logging code to see if audit logging is enabled. I added config_get_auditlog_logging_enabled() and used it in auditlog.c to skip the code altogether if audit logging is disabled (the default).

Bug Description: The TARGET dn is normalized before the search plugins get the DN. We should provide the original DN. For all other operations we pass in the SLAPI_ORIGINAL_TARGET_DN in the pblock - we can do the same for search as well. This bug was reported by Verisign.

Fix Description: There was already a flag to disable the tombstone reap
thread, but there was no way to set it from outside the replica code.
I added some functions to set the flag, and to query it to show it
in the status entry. When a total update request comes in, the flag
is set to disable, and when the total update ends for whatever reason
(success, error, connection terminated), the flag is set back to
enable.
In addition, the tombstone reap thread was being started after 1 hour -
this is too long and needed to be shorter. We already have the
tombstone reap interval, so I changed it so that the reap thread
starts after this interval, then runs after every interval elapses.
