ruby: Allow optional arguments hash to be really optional.
Allow optargs functions to be called as either:
g.mkfs_opts(fs, device)
or:
g.mkfs_opts(fs, device, { optargs hash })
This also preserves backwards compatibility with once_has_no_optargs
functions such as mkfs.
