propagate semantic changes to NEED_ROOT, NEED_ROOT_OR_IS_DEVICE
changing IS_DEVICE semantics leads to changing semantics of
NEED_ROOT_OR_IS_DEVICE and NEED_ROOT, too.
* daemon/daemon.h: Update definitions.
