The original commit 'Add "repack" command to tdbtool.' only added
the documentation to docs-xml/manpages-3/tdbtool.8.xml and forgot
about lib/tdb/manpages/tdbtool.8.xml .

Since we open with dbwrap, it auto-converts old tdbs (which it will
rename to secrets.tdb.bak once it's done).
