moved the gpg key list from abrt.conf to gpg_keys file

- this should allow us to update the gpg_keys list when
  needed and will prevent the situation when user changed
  his abrt.conf

- if user enters a wrong password to gk and doesn't unlock
  it, the GUI would throw an exception, this patch makes GUI to
  ask twice per every plugin, ignore the exception is it fails
  and it will use defaults from /etc/abrt/plugins
