Added Python Client API Docs to build

This patch builds HTML and man page builds for the python
client API delivered in pki-base.

- Removed dependency on removed internal junit class

Fixed library paths for RHEL 7.

The build files have been modified to use the correct library paths
on RHEL 7:
 - libldap.so and liblber.so are in /usr/lib64
 - jss4.jar is in /usr/lib
 - Tomcat JSS filename is tomcatjss.jar

The CMake scripts have been modified to store the version number
in /usr/share/pki/VERSION and in JAR manifest files. These files
can be read by PKI applications to obtain the version number
without having to query the RPM database.

Fixed warnings in Java.cmake file.

Updated CMake jar() function.

The jar() function has been modified to support multiple input dirs
in a single command. This way it's not necessary to define multiple
jar targets for the same jar file. The pki-console build script has
been updated to utilize this functionality.
