Added banner validation during server startup.

Some pki-server CLIs have been added to inspect and validate the
content of the banner file.

The PKI server startup script has been modified to validate the
content of the banner file using the new CLI.

Enabling all subsystems on startup.

The operations script has been modified to enable all subsystems
on startup by default. If the selftest fails, the subsystem will
be shutdown again automatically as before. A pki.conf option has
been added to configure this behavior.

Removed hard-coded paths in deployment tool.

The deployment tool has been modified to link /common
to /usr/share/pki/server/common instead of creating separate links
for each dependency. This allows the RPM spec to customize the
links for different platforms.

dynamically from links in the /common/lib directory.
This allows the pki.policy to match the actual paths in different
platforms.

The code has been modified to use the JAVA_HOME path specified in
the pki.conf.

The spec file has been modified to depend specifically on OpenJDK
1.8.0 and to provide the default JAVA_HOME path for the pki.conf.
