Migrated from libxslt to lxml

To avoid depending on libxslt-python, use the more standard Python lxml
module for XSLT processing.

updated doc/rteval.txt with better mlockall and load balancer explainations

Make clear that mlockall does not prevent pagefaults but just ensures
that regions are kept in memory. Also explain how OS load balancer can
cause latencies
