	utils/genhdlist.c utils/mapshdr.c utils/snarffont.c: Define cflags
	in one place (Makefile.inc) and use a consistent set
	everywhere. Fix up some of the compile warnings this uncovered.
	Also fix a few more things that -Wextra turned up.
