the rpm 4.0.4 python module is now rpm404.  import it as rpm whereever we use rpmmodule so that we get rpm 4.0.4 instead of 4.1

we have to always change the runtime defaults, otherwise you can't change languages multiple times.  since this was originally added to fix something with the language support screen and languages which we can't support in text mode, it's less of an issue now
