Fixed broken links in ipa_error.css and ipa_migration.css.

Some of the images that were previously deleted are actually needed
by ipa_error.css and ipa_migration.css, so they have been restored.

The CSS files in install/html and install/migration have been
modified to use the Overpass font.

Use ldapi: instead of unsecured ldap: in ipa core tools.

Change FreeIPA license to GPLv3+

The changes include:
 * Change license blobs in source files to mention GPLv3+ not GPLv2 only
 * Add GPLv3+ license text
 * Package COPYING not LICENSE as the license blobs (even the old ones)
   mention COPYING specifically, it is also more common, I think
